A recorded outline means water was mapped there during a past flood. The absence of an outline does not mean a place has never flooded — only that no record exists. Surface-water-only floods are mostly excluded. Decade counts partly reflect recording effort — mapping improved hugely after 2000 — so year-on-year comparisons say as much about record-keeping as weather.
